While originally planned to be the first one to give a shot at the
tune, the time when I received MMD the file was not yet up on the web
page. Therefore now only my unnecessary side-comments to the other
postings.
I did a tiny little bit of research and did not came up with any French
or Spanish "Lustspiel Ouverture" by Kela Bela; however, the compositions
mostly mentioned are:
- Lustspiel Ouverture,
- Ungarische Lustspiel Ouverture, and
- Rakozci Ouverture
The Kela-Bela music-book widely available in the Dutch scene is the
"Lustspiel Ouverture". I have to agree that _this_ is _not_ the
"Lustspiel Ouverture" in the 38er Voigt file. However, not ever having
heard the "Ungarische Lustspiel Ouverture", it might very well be that
composition.
About the MP3 file (I listened to the full version):

While having quite a few Hungarian "features" in it, the whole thing
didn't quite impress me as it never picked up any speed; therefore
I can understand why someone would call this "Hungarian _Rhapsody_";
it is very mellow. Whether there is a problem in the arrangement or
in the organ, I do not know, but I did feel quite disturbed by the
"off-beat" cymbal, especially when it was repetitively beating.
It always came in _late_, not in time.
