I was last there a few years ago. The volume was tolerable and normal
to the scale of my memory then. If the fixing has plugged leaks, maybe
the pressure could be dropped to affect the volume, or maybe the design
is such that the mechanics of operation and sound generation cannot be
separated.
Rochester has the school for the deaf, and could have recruited operators
from the locals. But if I were an employee, I would consider it my duty
to save my ears, and those of the riders. As rock music has shown,
louder is not more beautiful, just masks the music, and can damage the
ears. I like all music _as long as I run the volume control!_
