No info is passed to the seller. The reason the seller wanted the
buyer to have this type of PayPal account was because of PayPal's
fee structure.
PayPal charges Premier and Business accounts to receive payments.
Personal accounts are free, but they may not receive credit card
payments. Fees to sellers for Premier and Business accounts are
0.7%+$0.30 to 2.9%+$0.30. Also, if you receive a payment from a user
in another country, an additional cross border fee will be charged.
So, perhaps the seller was not so sinister. I sell occasionally on
eBay and cannot accept PayPal payments unless the payer has "the full
bank account setup." Most occasional sellers don't set up business
accounts with PayPal.
