Rebuilding Schultz Valve Pneumatics

I am working on a Schulz stack at the moment and I am having a very
hard time getting the valves to seat on their lower seats except under
extreme vacuum, at which time they work just fine.  Does anybody have
any suggestions?  The pneumatics move very freely, etc., and everything
appears as it should.  Any help you can give me would be great.
