In spite of the under whelming response, I have decided to offer a line
of small precision tubular punches for roll repair.  I made them for
myself since nothing else seems to be available any more.  They are not
cheap as they are a custom-made product.  I am not going to sell one to
every household in America.

After experimenting with several different types I decided to adhere to
the KISS principle ["Keep It Simple, Stupid!"].  The simple punch shown
on my web site should be more than adequate for anything short of
continuous use.  It is quite easy to use and comfortable in the hand,
but I would not recommend using it all day without a break.
