Mexican Songs A-Roll by Vicente Beltran

I borrowed an A-roll of jolly Mexican tunes.  The Clark
Music Rolls label has this typewritten text:  "Viva Mexico,
Fabrica Mexicana de rollos para Pianola, Vicente Beltran,
San Antonio, Texas, Rollo No. 42"

The recut roll was produced by Ed Freyer in the 1960s and the
music roll seems to have been recut several times, over several
generations: the reiterated notes are very sloppy.

Who was Vicente Beltran of San Antonio, Texas, and what is the
source of the fine music arrangements heard on this nickelodeon
roll?
