Sustain Pedal Operates Randomly

I'm finally finishing up my O Roll built-up.  Last night, I attached
the sustain pedal pneumatic to the tracker bar, and watched it as I
played a couple of songs.  The sustain pedal seems to just pump
aimlessly without any relation to the music that I can determine.  Is
this simply a case of poor orchestration, or am I missing something?
