Rebuilding Organ Pallets

Greetings:  I am in the process of restoring a 1950 Estey portable
organ.  The oak case is refinished, the reservoir and feeders have
been recovered.  I decided to replace the felt and leather on the
pallets and am having difficulty due to their very close placement
to each other.

Have any of the Reed Organ Society "master restorers" had difficulty
with these pallets on the "testy Esteys"?  Any suggestions would be
appreciated.
