I have not had much luck in getting any information from the usual
reference sources about the reasons why some US publishers banded
together in 1917-18 to collect mechanical royalty payments by the use of
adhesive labels stuck to the leader of their rolls.

including some images.  A set of questions is there also.

I am hoping that roll collectors will be able to add to the meagre sum
of knowledge there, particularly the list of issuers.
