Reproduco Tremolo Adjustment

I am having a hard time adjusting the tremolo in my newly rebuilt
Reproduco.  It has a front and back adjustment screw to regulate travel
and a rotating air release adjustment that regulates the air outflow.

Inside the box is a steel strip with two adjustment screws at the top
and a weight at the bottom. I can get it to vibrate but it stops when
chords are played, and is very irregular.

Does the steel strip need to be flat or does it need a gentle curve?
Any suggestions or experience appreciated, Thanks
