Loose Key Pins

I am restoring an upright player piano, and most all the center and
front rail pins are so badly rusted that they must be replaced.  I have
gotten the new key pins and they are a bit loose.  Should I set them in
with epoxy, or use tuning pin tightener, or does somebody have a better
idea?
