Music Rolls Defined As Sound Recording

Piano rolls have often been sent to me via the Special 4th Class Rate
labeled as "Sound Recordings". If piano rolls are not "sound
recordings", then what are they? I'd appeal to the Postmaster General!

[ Ah, that's what I couldn't recall yesterday. The revised copyright
[ law of 1972 or thereabouts stated or implied that "sound recordings"
[ included media such as phono records, magnetic tape and music rolls.
[ That's why piano rolls are subject to all the well-known copyright
[ problems of the audio recording industry, but the small benefit
[ was/is that the US Postal Service agreed that music rolls could be
[ shipped as a sound recording. If this policy was changed there
[ should be a USPS regulation or directive authorizing the change.
