Postal Codes Speed the Mail

I have been told that if you use all 9 digits of the USA 'Zip' code
that it makes delivery quicker.  Is this true or just wishful thinking?

We always have to use all 7 digits here in UK.

 [ The 9-digit extended postal code system in USA, called "ZIP+4",
 [ presumably helps automated routing within large cities, but I believe
 [ it's required only for bulk postings.  I don't know if _anything_
