Rebuilding Standard Pneumatic Co. Air Motor

I am still hoping that someone can tell me whether the Standard
wind motor I am rebuilding should have leather gaskets between the
pneumatics (5) and the motor vacuum case.  This motor seems to have
been rebuilt (poorly) long ago and there are thin gaskets there now.
Seems to me that that would make the glue joints between the pneumatics
and case weak because of the slight space.  Any guidance would be
appreciated.  :-)
