Reed Tongue Construction

> Has anyone cut reed tongues from sheet stock?  How is it done?

I've seen tongues made with a "blanking machine", which is a
shear that uses a really expensive punch and die set.

Is there a simple way using ordinary shop tools to cut out an
occasional tongue?  (No, I'm not talking about politicians!)
