Phonograph Turntable Speeds

I believe that the cutting of personal discs with voice messages rather
than hi-fi quality sound was done at 16.667 rpm. I thought that people
in the armed forces used this service to send messages back home
probably because in those days most households had a record player but
few had access to a tape recorder. Perhaps others could confirm or
deny this as I am not sure why I have these thoughts lurking in the
back of my memory.
I have been following this thread with interest. I also own a Pathe
disc machine which plays "hill and dale" discs at 95 rpm. The disc
sleeves say "Between 90 and 100 rpm"! They also start at the centre
and play outwards and the groove is U-shaped to fit a sapphire ball in
the end of the stylus. Were these popular at all in the USA ?
