Welte Licensee Vacuum Box

I bought a Welte Licensee and it has a vacuum box much like the Deluxe
box except that it has a switch on the side.  I was assuming that the
original motor and pump had been taken out but I can not find any holes
in the bottom of the piano where something would have been fastened.
The open width where the box sits is 15 inches wide.  Is it possible
that the piano came this way when it was new?
