Yes, folks, they are going to operate it with steam. I have great
difficulty imagining that happening in the United States. Steam is
dangerous and can kill. Our governmental agencies would be horrified
at the prospect, not to mention the pollution from the firebox.

[ Yes, steam can be quite dangerous. Despite the dangers, the antique
[ engine museum in Vista, California manages to run a number of steam
[ engines from a large, old, vertical, wood-fired, stationary steam
[ boiler and a number of (mobile) steam traction engines. The San
[ Diego Railway Museum also operates a (recently retubed) steam
[ locomotive. My understanding is that there are some hoops to jump
[ through to get and keep their permits. They have to hydrostatically
[ test everything at elevated pressures periodically. I don't know
[ what the air pollution regulations are, but they seem to manage.
