Godfrey Melodic 88-note Player Piano

I have just acquired a Godfrey Melodic 88-note player piano with
split-stack snakebite expression system and transposing tracker bar
with pneumatic roll leveller and sustain pedal hole. The piano is
overstrung. The numbers stamped into the wood on the left hand side
of the player assembly are 1962 and 35265.
On stripping the machine down for restoration I discovered that the
junction block that conveys air from the snakebites and vacuum for the
levelling pneumatics had been carefully sealed with thin rubber cloth,
blocking all the holes totally. One can only guess as to the motive,
or indeed the ignorance and stupidity of the original assembler!!
All rubber tubing looks original and is perished. The voice pneumatics
have never been off the stack.
It sure is a puzzle. An ideas out there ?
