Seek Ampico Stop Collar

I'm helping a friend rebuild his Marshall & Wendell upright Ampico A.
Unfortunately, it is one of these classic butcher cases where somebody
has got into it earlier.  You would not believe some of the things we
found.  It's the only one in the area, so we have nothing to compare
to.

Some work had been done of the expression units and then reassembled
with oversized screws everywhere, and some parts are missing.  Most of
the problems we have overcome.  However, among the missing parts are
the Stop Collars on the expression valve stems, item #22, illustration
3A in the 1923 Ampico Inspector's Reference Book.  These are the same
collars that inside the box capture the main valve.

These collars are quite tiny, about 3/32" thick x about 1/16" ID x
about 3/8" OD.  I have no listing for them in my PPC catalog.  Does
anybody know where a pair of these collars, or a reasonable substitute
can be found?

The tempo governor, as shown in illustration 7 (lower right), has what
may be a strange modification.  In the absence of a clear illustration
of its bottom side, we are not sure what's supposed to be under the
leaf spring.  A crude round leather valve would appear to allow
atmospheric pressure to enter a cavity beneath it, then connected to
"the treble end of the action".  We presume "action" means "stack".
If we knew what the purpose of this valve is, we might be able to
figure out how to restore it to its original state.

Stay tuned for more unpleasant surprises as we work our way through
this system.  After some 30+ years in this avocation, this is the first
upright Ampico I've encountered.  We don't see many of these up here in
our splendid isolation.  Thoughts of others?
