Adjusting Music Box Star Wheel Height

I'm presently restoring a Regina 15.5" short bedplate style 50.  It was
brought to me in the following condition:  Star wheel gantry broken in
four pieces, removed and shims missing.  Damper rails in a bag with
screws but no shims.  Combs perfect and original dowel pins in place
and not tampered with.  Disc hold down bar in good condition with
original shims in place and not tampered with.

I have repaired the star wheel gantry and it looks perfect.  I don't see
a problem with the location of it between the combs: that's easy, just
locate it where both combs are plucked at the same instant.

My question:  Does anyone have experience setting the height of the
star wheel assembly?  Is there a rule of thumb?  Can the hold-down bar
be used as a guide?

Once I get the height set and locate the gantry I can set the damper
bars to work correctly.  I hope someone with more experience can help
me with this problem and save a lot of work and rework.
