Hardman Duo Sustain

I have been frustrated with my recently acquired Hardman Duo's extremely
weak ( I thought) automatic sustain feature, so yesterday I undertook to
see what was wrong.  So far, the problem seems to be that either I just
can't find the sustain pneumatic, my piano never had a sustain pneumatic,
or someone removed it.

After a thorough, yet fruitless search for the sustain pneumatic, I
finally taped all the playing holes (but not the sustain hole) on the
tracker bar and turned the vacuum pump to full power.  The dampers didn't
budge.  So now I assume that one of the following statements is probably
true:

  1)  My sustain pneumatic is truly missing, or

   2) My sustain pneumatic is still there, but completely nonfunctional.

Sooo, does anyone on MMD happen to have a Hardman Duo and can offer
advice?  It seems rather odd to have a sustain HOLE, with nothing
attached.  Has my sustain pneumatic been removed?  If so, can anyone
offer advice on replacing it?  Thanks in advance for the help.
