The librarian told Ed Gloeggler, "You need a lawyer to get those."

Several years ago I was looking for patent information also. The local librarian got everything I needed within a couple of weeks. I suggest your librarian is out of touch and you might find a different one, as no attorney is needed just to fetch information. You would of course need a patent attorney to obtain a patent on an item, but otherwise no.
