I deal with the Harry Fox Agency (HFA) a lot when requesting mechanical licenses for producing rolls on the Bam-Bam label. From my experience, HFA represents about 85% of the publishers. However, there are some publishers who do not utilize HFA to collect their royalties.
You can search the HFA database. Start with their Web page at

and link to the HFA song list.
If you do not find the song there, it is also worthwhile to search ASCAP and BMI:
