Tapered Holes and a Source of Wind Pressure

Hi, A long, long time ago I gave a little introduction to a 28 key street organ that I am building. I thought I would give you an update and pose a couple of questions.
I have completed and tested the pump and pipe chest. Pallet return springs were made, adjusted and installed (finally!). I assembled those 2 units and everything works great. Now I have to complete the pouch board and the valve and the player should be done (a couple of weeks). Then the ONLY thing left to do is make the pipes and pipe holders. Which leads me to my questions:
1. The plans call for tapered holes on the pipe holders. I assume these can be made with a tapered reamer but I'm not sure (I'm not a very experience machinist). Any ideas? How tapered should they be?
2. To test and voice the pipes I need a source of 6" of pressure. I could use the organs pump itself but cranking and "fiddling" at the same time is not that convenient. I would like to set up a little test fixture for the bench. Would a pressure pump without a reservoir work (I'm trying to get away with as little extra work as possible - I want to have the organ playing by 6/4/96)?
