I have the problem on my old Aeolian pumper mostly with the thin, slick paper used in the last 10-15 years. I just place my finger temporarily on the flange of the supply spool to increase the hold- back tension when playing large rolls.
The Ampico B spoolbox has a variable drum-brake system on the supply spool shaft which increases the hold-back torque as the diameter of the supply spool decreases, thus maintaining a more constant tension in the paper. It's not a perfect solution, but it helps when playing Jumbo rolls.
Either way, the drive motor must have plenty of extra force available, and the tracking mechanism must have plenty of force _and_ excursion travel, to keep working properly. No leaks allowed!
